Priority refers to the level of fixation. I.e.  How prior the issue is fixed. Based on the severity the Priority is set.

Severity refers to the level of impact; the defect has been created on the end users.

To the view of the developer the priority ranks first

To the view of the tester the severity ranks first

Set by Quality Lead or Test lead

Of Levels – High , Medium and Low

Of Levels – Critical, Major and Minor
